Most county pages still quote only $10,000. This kit sets out what the programme actually pays, whether your property qualifies, the order you have to do things in, and exactly who to call — in every one of the 52 New York counties that take part.

• 23 line items, with the ones your county requires already on the sheet. The Rockland file has a row for the second septic tank in series, because Article IV requires two and a contractor quoting from the next county over will have missed it. The Ulster file has rows for the PE design and the 100% reserve area.
• A blank counter. The sheet tells you how many lines each contractor did not price — which is either work they will bill you for later, or work someone else is padding.
• A live grant calculator showing what you would pay under every programme available in your county. The Ulster sheet includes the Catskill Watershed Corporation option; the Westchester sheet includes the programme where an eligible owner pays nothing.

Why this is not on the internet already

Because it took reading five county sanitary codes, the state programme outline, the Environmental Facilities Corporation's waterbody list, and a three-week correspondence with a county engineer. A few examples of what that turned up:

• Rockland requires two septic tanks in series in non-sewered areas, prohibits serial distribution, prohibits drop manholes, and imposes a $2,000 bond or a $320 waiver. None of that is in a national cost guide, and all of it changes the price.
• Ulster's state fund is administered by RUPCO, a Kingston housing non-profit — not by the county. Nobody would think to look there.
• Westchester runs a programme where the owner, the county and the contractor sign three-party contracts, so an eligible owner never lays out any money.
• Dutchess licenses neither installers nor haulers, which means there is no licence number to ask for — and a different question you should ask instead.

Which county's spreadsheet do I get?

All six. Use the one that matches your address and ignore the rest.

My county is not one of the five covered in depth.

Most of the kit still applies. Sections 1 to 4 — what the fund pays, whether you qualify, the order you have to apply in — are the state programme's own rules and work the same everywhere. Section 5 lists all 52 participating counties with the contact who decides your case, and the phone scripts in section 9 are written for exactly that call. The statewide spreadsheet is built for this.

What you will not get is your county's local sanitary code read line by line, the way we have done for the five. That matters — one of those five requires two septic tanks in series and imposes a $2,000 bond, neither of which is in the state standard. So ask your county what its own code adds. The kit tells you to, and tells you what to ask.

If your county is not on the list of 52 at all, it is not in the programme, and you should not buy this.

Is any of this on the free pages?

How current is it?

The waterbody list is the Environmental Facilities Corporation edition dated 14 July 2026, and the 52-county contact list was read on 8 September 2026. The programme rules are the Program Outline, December 2025 edition. Every page is dated. Programmes change and allocations run out — the kit says so, repeatedly.
