Septic systems in Putnam County: installers, rules, costs and grants

Most Putnam homes run on individual septic systems, not sewers — and the county has some of the strictest septic rules in the state because so much of it drains into New York City's drinking water. Here's everything a Putnam homeowner needs.

Putnam's rules in 60 seconds

Registered contractors only. Septic repairs and installations must be done by a contractor registered with the Putnam County Department of Health. Tanks must be pumped by a registered hauler.
Pumping is documented. Your pumper must file the county's Septic System Data and Inspection Form (the "MS4 data sheet") with PCDOH within 30 days of the work.

Grant money exists but is location-specific. State-fund eligibility covers six designated waterbodies only — Oscawana Lake, Foundry Brook, Middle Branch Reservoir, the Upper Muscoot, and two East Branch Croton segments — and New York State has closed that list to additions. On a well too? A Putnam property without municipal sewer usually has no municipal water either, so the same house that needs a septic contractor is also drinking from a private well nobody tests. New York is currently paying for private well testing in Putnam County, and up to $5,000 toward treatment if the result comes back high. If the water itself is the complaint — rotten-egg smell, brown water after heavy rain, sediment, or a pump that will not stop running — start with common well water problems and what causes them.
