Carmel is the county seat, and it's also where Putnam's septic rules bite hardest: much of the town drains directly toward New York City's drinking-water reservoirs.
Between Lake Gleneida and Lake Gilead at the town center and the Croton-system reservoirs on its edges, a large share of Carmel property drains into water that people drink — either locally or in New York City. That has two practical consequences for homeowners. First, expect careful review: system designs, setbacks and soil testing are scrutinized because of where the effluent ultimately goes. Second, it can mean money: properties in the West Branch, Croton Falls and connected basins may qualify for the NYC DEP East of Hudson septic reimbursement program, which pays a share of repair or replacement costs for failing systems precisely because the city wants those systems fixed.
All the countywide rules apply: use only contractors registered with the Putnam County Department of Health (based right in Brewster, 845-808-1390), pump every 3–5 years, and make sure your pumper files the MS4 data sheet. If your system is failing, make the PCDOH call about grant eligibility before signing anything — the programs reimburse, and most require approval before work begins.
