No town in Putnam has more at stake in the state's septic grant program. Putnam Valley's lake communities are the county's test case for getting waterbodies onto the eligible list.
Lake Oscawana has been on the state Septic Replacement Fund's eligible list for years, after being declared impaired — homeowners within roughly 250 feet of the lake can apply for reimbursement of 50% up to $10,000 (conventional) or 75% up to $25,000 (enhanced system). Town officials have pushed hard to expand the list, and in the most recent round Lake Peekskill and Barger Pond appear set to be added. If you're on Roaring Brook Lake or another waterbody not yet listed, it's still worth a call to the county — the list is renegotiated between rounds, and the health department (845-808-1390) knows the current state of play.
One more reason for lake-community owners to look at enhanced systems: newer compact units approved for Putnam County can cost dramatically less than a conventional engineered system on a tight lot, remove most of the phosphorus that feeds the algal blooms these lakes suffer from, and qualify for the larger grant. Rocky, steep terrain and dense lake-community lots make Putnam Valley one of the harder places in the county to site a conventional leach field. Expect soil testing to drive the design, and budget on the higher end of the regional cost ranges if your lot is small, sloped, or close to water. Countywide rules apply: county-registered contractors, pumping every 3–5 years, MS4 data sheet on file.
